Consultant Services for Project Management Unit position (PMU)

The Government of Albania will be receiving financing from the World Bank for a Project Preparation Facility (PPF) that supports the initiative led by MIPA to improve public service delivery in Albania through a citizen-centric model where services are provided in an integrated fashion through a “one-stop shop” and “in one place” platform thanks to process reengineering, and ICT solutions. In this context, MIPA invites eligible Individual Consultants to indicate their interest in providing services for the position detailed below. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Overall all, command of Albanian and English language (spoken and written) is essential. General requirements include: the ability to work in a team, handle multiple complex tasks concurrently, able to prioritize tasks and meet tight deadlines. In addition, more specifically:

The Finance Specialist who will be responsible to ensure the financial management of project accounts and financial reporting in accordance with the requirements of the Government of Albania and the World Bank, and should possess the following qualifications:

  • Have a relevant university education in accounting, business administration, finance, economics;
  • A minimum of 5 years professional experience in accounting and/or financial management /budget management;
  • At least 2 years of experience as a Financial Management Specialist in World Bank Projects is required;
  • Demonstrated sound and good knowledge of Public Sector  accounting, financial management systems, and budgeting system, and tax legislation in Albania;
  • Demonstrated experience in planning and budgeting, transaction recording and financial reporting process;
  • Have strong computer skills (particularly in Excel and with using financial management software);
  • Have good knowledge of English and ability to communicate (orally and in writing) effectively;
  • Demonstrated knowledge with the requirements of modern financial management systems.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, (Consultants Guidelines), setting forth the World Bank’s policy on conflict of interest. Consultants will be selected in accordance with the Individual Consultants (IC) Selection Method set out in the Consultant Guidelines.
